The second American Battleship line threw out using ships like Delaware, Utah, Nevada, Pennsylvania and Tennessee just to expedite keeping players at higher tiers (thank you, for this list). It's so pervasive, they sometimes don't even include low-tier tech tree ships at all. It's so pervasive that when a new ship line is announced, they'll let you skip the low tiers entirely if you pay for loot boxes or participate in missions.

It's so pervasive, they have not released a tier IV premium since November of 2015. Wargaming has players laser-focused on getting to higher tiers. Despite the historical battles like Jutland, the Falkland Islands, Narvik and the Philippines, you're not going to find in-game support for playing the ships that participated in these battles. They sold a tier III premium this month (AL Avrora) but good luck finding a full team of enemy humans to shoot at in your premium-priced ship.

Why would you ever want to play lower tiers in World of Warships?
